Administrative Law Judge and Chief of Operations-DOAH 2000 – 2004

In 2000, Bill was appointed as an Administrative Law Judge and Chief of Operations for the Florida Division of Administrative Hearings. He had presided state-wide as an Administrative Law Judge over complex litigation between various governmental agencies, local governments and the private sector involving health law, CON, procurement, environmental and general regulatory matters pursuant to Chapter 120, Florida Statutes. Assisted with the management and operations of the Division and served as the key liaison to the Legislative and Executive branches regarding funding and legislation.
